Are there any tactics/methods that have worked for anyone else? If so, please explain. Right now I'm harping on the rise in productivity and the gas savings it would generate (I currently spend approximately $250 a month on gas for my 45-minute commute).
Put together a business case detailing the savings to the company versus the cost of setting up the needed equipment. In the business case, unless your company pays your commute costs, leave out the cost of your commute. You need to show them while this will benefit *them*

How much "pull" do you have? Do you have the option of finding another job(s)? What if you give him/her an ultimatum? Perhaps you could get a raise to make up for the gas price.
You have presented several good reasons.
